Aline trained and qualified at Town, having previously been a senior planner at a local planning authority in Surrey. Aline brings her practical experience of plan-making and development management to the team and has recently advised on policy interpretation, phasing, decision-making arrangements and engagement with local authorities, implementation, post-permission changes to development, drop-in applications, use classes, permitted development rights, habitats, the Community Infrastructure Levy, Assets of Community Value and applications for Lawful Development Certificates. She has experience in identifying grounds and making and resisting applications for judicial review and statutory review, advising on and preparing planning appeals, and negotiating section 106, section 278 and section 38 legal agreements. Aline is currently instructed on the promotion of a new settlement through the local plan process, as well as advising on the development of land already allocated for new settlements and urban extensions. She advised on the Stag Brewery site, instructed from application review to achieving permission following an inquiry, for the proposal for redevelopment of a former industrial site to provide a local centre, residential development and a secondary school. Aline is currently acting on a scheme in Kent called-in by the Secretary of State, which would see the redevelopment of a substantial area of land to provide a football stadium, residential and commercial development. She was recently instructed in a claim for statutory review in which the client’s permission was successfully preserved, and which clarified the meaning of parts of use class E.

As a planner, Aline appeared as an expert witness in an appeal recovered by the Secretary of State, which dealt with issues of Green Belt development in principle and a case for very special circumstances. She maintains her chartered membership of the Royal Town Planning Institute, and has recently had articles published in Planning magazine and the EG. Aline has also contributed to the ‘Planning Law (With Chickens)’ podcast.
