Victoria joined Town in 2024, bringing more than 20 years of experience in the development industry. Before pursuing a legal career, she worked as a transport consultant, supporting clients across a range of sectors to achieve their development ambitions. Her previous work includes acting as an expert witness at public inquiries, providing transport advice from project inception, undertaking feasibility studies and access appraisals, master planning, preparing Local Plan Reps and EiP, peer review material, and conducting peer reviews.

At Town, Victoria’s experience spans both contentious and non‑contentious planning work. She has been involved in planning and enforcement appeals, Development Consent Order representations, and s288 statutory review challenges. Victoria has also contributed to the legal review of a range of planning applications and to drafting and negotiating legal agreements, including S106 and S278 Agreements and Stopping Up Orders.
